Asunto: COVID-19/Trabajo en los clubes de campo, barrios cerrados y urbanizaciones bajo el cct 581/10.
Les mando esta nota para aclarar cuestiones que se han planteado referidas al personal que presta servicios en los clubes de campo, barrios cerrados y urbanizaciones bajo el CCT 581/10.
Algunas entidades empleadoras no están cumpliendo con las directivas del Gobierno Nacional del “aislamiento social, preventivo y obligatorio” de todas las personas, con obligación de permanecer en su residencia habitual y por lo tanto el deber de no concurrir a trabajar.
Hemos hecho un análisis sobre cuáles son las actividades o prestaciones esenciales que no deben interrumpirse en esos lugares de trabajo y que encuadran en las excepciones dispuestas por el Gobierno.
Son aquellas referidas exclusivamente a servicios esenciales de vigilancia, limpieza, guardias en sectores de mantenimiento para asegurar la provisión de servicios indispensables, corte de césped y fumigación para combatir el dengue y otras plagas, recolección de residuos, hípica, portería.
En estos casos, los empleadores deben extender a los trabajadores las certificaciones para que puedan concurrir al lugar de tareas.
Respecto de las demás tareas, el Gobierno dispuso que, aquellas que puedan ser realizadas desde el lugar de aislamiento, los trabajadores establecerán con su empleador las condiciones en que dicha labor será realizada.
Las redes sociales de UTEDYC están difundiendo constantemente información sobre las precauciones que deben adoptar los trabajadores que cumplan servicios esenciales, las cuales sugerimos seguir.
La letra del DNU 297/2020, la RESOL 219/20 y el sentido común determina que los trabajadores deben cumplir con el aislamiento social y quedarse en sus hogares como una medida de prevención obligatoria social.
Aprovecho para señalar que UTEDYC no ha consensuado con la FACC ninguna medida específica referida al tema que nos convoca, por lo que se desconoce aquellos comunicados que se están difundiendo en tal sentido desde dicha cámara patronal.
Estamos ante una situación que irá cambiando diariamente y requiere de comunicación permanente para llevar seguridad y tranquilidad a la comunidad laboral por lo cual sería enriquecedor cualquier aporte que pueda enviarnos sobre el tema planteado.

A partir del año 2021, todos los ciudadanos argentinos que deseen visitar Europa por negocios o por placer tendrán que solicitar en línea la autorización de viaje ETIAS. Este es el nombre de la nueva exención de visa para Europa para ciudadanos argentinos.
El Sistema Europeo de Información y Autorización de Viajes, conocido como ETIAS por sus siglas en inglés (o SEIAV por sus siglas en español), ha sido diseñado para fortalecer la seguridad y el control fronterizo en torno al espacio Schengen y será obligatorio, desde 2021, para todos aquellos ciudadanos que viajen a Europa desde Argentina.
Obtener una exención de visa ETIAS para ciudadanos argentinos será un proceso fácil y directo. A diferencia de solicitar una visa europea, tramitar ETIAS no requiere hacer una visita a una embajada o consulado ya que el procedimiento se realizará exclusivamente en línea. Los ciudadanos argentinos que deseen visitar uno o más países Schengen podrán solicitar ETIAS y recibir su autorización de viaje en cualquier dispositivo electrónico (móvil, tableta, ordenador).
Los turistas argentinos con una exención de visa ETIAS aprobada podrán ingresar y viajar libremente por todos los estados miembros del Espacio Schengen para múltiples visitas de hasta 90 días en un período de 180 días:
La exención de visa ETIAS para argentinos es válida por 3 años, siempre que el pasaporte asociado siga siendo válido. El permiso ETIAS aprobado se vinculará electrónicamente al pasaporte con el que el ciudadano haya realizado su formulario de solicitud. Dado que ETIAS no es transferible a otro pasaporte, se recomienda a los ciudadanos argentinos con doble nacionalidad que se aseguren de viajar con el mismo pasaporte que usaron para solicitar ETIAS.
Esta autorización de viaje será obligatoria para los turistas argentinos que viajen a Europa a partir de 2021. Los visitantes de Argentina, incluidos los menores, deberán obtener un ETIAS para viajar a los estados miembros de Schengen.
Los argentinos que visiten Europa con ETIAS tendrán entradas ilimitadas a la Zona Schengen por hasta 90 días (dentro de un período de 180 días) hasta que se agote la duración de su exención de visa, o cuando expire su pasaporte, lo que ocurra primero.
La exención de visa ETIAS para Europa permitirá a los ciudadanos argentinos visitar cualquiera de los países europeos en la zona Schengen. Los solicitantes serán evaluados por las autoridades de control fronterizo e inmigración de la UE, quienes procesarán la solicitud ETIAS. Se comprobará la información contrastando diversas bases de datos de seguridad, como la de la Interpol y la ETIAS Watchlist, para garantizar el más alto nivel de seguridad.
Actualmente, los ciudadanos que viajan a Europa desde Argentina están exentos de tramitar una visa Schengen para entrar en la UE para estancias cortas de hasta 90 días (dentro de un período de 180 días). A partir del 2021, el único requisito europeo necesario para los ciudadanos argentinos será la autorización ETIAS.
Para solicitar el permiso a Europa ETIAS desde Argentina, todos los solicitantes tendrán que cumplir con los siguientes requisitos:
Para entrar en un país de la zona Schengen, los nacionales argentinos necesitarán un pasaporte válido pero podrán viajar entre los países de Schengen utilizando una cédula Nacional Argentina.
ETIAS será un requisito migratorio obligatorio para los nacionales de Argentina. Antes de viajar a la zona Schengen, todo ciudadano argentino tendrá que solicitar una autorización ETIAS para Europa a través del sistema de registro en línea.
Además, los ciudadanos de Argentina que soliciten en línea la exención de visa europea necesitan tener un pasaporte válido, una dirección de correo electrónico y una tarjeta de crédito o débito. A su vez, deberán proporcionar la siguiente información:
El formulario de solicitud ETIAS para argentinos incluirá sencillas preguntas sobre sus planes de viaje y no le tomará más de 10 minutos completarlo. Una vez que se hayan revisado todos los datos aportados, se puede proceder al pago de la tarifa de ETIAS utilizando una tarjeta de crédito o débito.
Las solicitudes ETIAS generalmente se procesan durante los primeros 3 días hábiles. Una vez aprobada, el solicitante recibirá su exención de visa europea para argentinos por correo electrónico.

Desde la Comisión Nacional Antidopaje nos es grato presentarles el nuevo servicio de Buscador de medicamentos. A través de este servicio los usuarios podrán acceder al listado de 16.729 productos (principalmente medicamentos) tomados del VADEMECUM oficial de la Administración Nacional de Medicamentos, Alimentos y Tecnología Médica (ANMAT) donde se indicará su condición de “Prohibido”, “Permitido” o “Restringido” en base al contenido de sustancias prohibidas de la Lista de Prohibiciones 2019 de la Agencia Mundial Antidopaje.
Cabe mencionar que, aun siendo actualizado periódicamente, la información tanto del VADEMECUM como de La Lista de Prohibiciones puede sufrir modificaciones, por lo que sugerimos constatar la información con el médico especialista. Solicitamos además leer detenidamente los Términos y Condiciones que se encuentran en la página.
La CNAD pudo lograr este servicio con la colaboración de la Subsecretaría de gobierno digital de la Secretaría de Modernización y la Cátedra de Toxicología y Química Legal de la Facultad de Farmacia y Bioquímica de la Universidad de Buenos aires. Su desarrollo nace como respuesta a la necesidad de deportistas, entrenadores, médicos, kinesiólogos, y comunidad deportiva en general que a través de su constante solicitud dan cuenta de la importancia de esta herramienta, y representa un avance sin precedentes en temática antidopaje para el deporte argentino.

The FEI has reallocated one of the three Tokyo 2020 Olympic team quota slots for Jumping from the Pan-American Games in Lima (PER) in August, following an adverse analytical finding in a member of the Canadian team, which finished fourth.
Canadian Jumping athlete Nicole Walker, who also finished fourth in the individual final with Falco Van Spieveld, was provisionally suspended by the FEI on 11 November after testing positive for Benzoylecgonine, a metabolite of cocaine, which is a prohibited substance under the FEI’s Anti-Doping Rules for Human Athletes (ADRHA). The sample was taken on 7 August, the day of the team final in Lima.
Following confirmatory analysis of the B sample, which confirmed the presence of Benzoylecgonine, the Athlete requested a hearing before the Panam Sports Disciplinary Commission, which took place on 4 December, and which the FEI joined via teleconference as an observer to the proceedings.
The Commission decided that Article 11.2.2* of the FEI ADRHA, which states “the Athlete’s results will be subtracted from the team result, to be replaced with the results of the next applicable team member” applies in this case.
In line with this decision, the Athlete’s results from both the team and individual competitions at the Pan-American Games are disqualified, and her results in the team competitions on 6 and 7 August replaced by those of the fourth Canadian team member, Lisa Carlsen. The Commission ordered that Panam Sports recalculate the team results accordingly.
The resulting recalculation means that Canada now drops to seventh on a finishing score of 84.07 and therefore loses its team quota place for the Tokyo 2020 Olympic Games. This has now been reallocated by the FEI to Argentina, which originally finished fifth in Lima on 62.19 and is now promoted to fourth place.
The reallocation means that the 20 National Olympic Committees which have qualified Jumping teams for Tokyo are: Japan, USA, Sweden, Germany, Switzerland, Netherlands, Australia, Belgium, Britain, France, Ukraine, Israel, Brazil, Mexico, Argentina, Egypt, Qatar, New Zealand, China and Ireland.
There were also four individual Olympic quota slots on offer in Lima, one of which was earned by Argentina. Now that Argentina has obtained a team quota place through the reallocation, Canada will take one of the individual slots. Colombia, Dominican Republic and Chile earned the other individual quota places.
The Athlete Nicole Walker has the option to appeal this decision to the Court of Arbitration for Sport (CAS).
Under the terms of Article 10.2.2 of the Panam Sports ADRs, responsibility for results management in terms of sanctions beyond the event itself is referred to the applicable International Federation, meaning that any period of ineligibility would be imposed by the FEI, not Panam Sports.
As this is still an ongoing legal process until the FEI Tribunal has ruled on any additional sanctions, in order to maintain the integrity of the process, the FEI will not comment further on this case at this time.

* FEI Anti-Doping Rules for Human Athletes Article 11.2.2: If a member of a team is found to have committed a violation of these Anti-Doping Rules during an Event where a team ranking is based on the addition of individual results, the Athlete’s results may be disqualified in all Competitions. Should this be the case, the Athlete’s results will be subtracted from the team result, to be replaced with the results of the next applicable team member. If by removing the Athlete’s results from the team results, the number of Athletes counting for the team is less than the required number, the team shall be eliminated from the ranking.
Dear National Federations, Further to the communication hereunder of 11 October, we would like to advise that all Officials with a valid email address will receive an official communication concerning the FEI Competency-based Evaluation System (CES) on 16 December 2019.
However, there are still an important number of FEI Officials who do not have a personal and valid email address.
Please keep in mind that Officials without a valid email address will not be able to take the CES assessment, and therefore will NOT BE ALLOWED to officiate from 31 March 2020 onwards.
For a valid FEI profile, the email address must:
Officials currently up-to-date with their refresher cycle (Group A) will be invited to take the online assessment on FEI Campus from 16 December 2019 to 15 December 2020. Officials in Group A can continue to officiate in their current status until 31 March 2020. However, should they wish to officiate after 31 March 2020, they will need to have successfully completed the CES online assessment prior to officiating.
Officials who have not done a refresher course since 31 December 2016 (Group B) will have to take part in an in-person maintenance course with assessment before 15 December 2020 and can continue to officiate in their current status until that date.

As you know, there has been an in-depth review of FEI Officials education, management and career progression in recent years following the creation of the FEI Working Group on Officials in 2016. A lot of progress has been made, and as a result of the comprehensive consultation with stakeholders, the FEI Working Group on Officials delivered a set of fifteen recommendations, which the FEI Board approved.
One of the recommendations (Recommendation 3) refers to the development of a Competency-based Evaluation System (CES) in order to replace the age limit rule, which was deemed discriminatory. In response to Recommendation 3, the FEI Education & Officials department have developed the FEI Competency-based Evaluation System (CES) framework which will effectively replace the current “Refresher Seminars” and also address the age limit rule as well as improving the quality and management of FEI Officials as a whole.
The FEI will soon be implementing the first phase of the FEI Competency-based Evaluation System (CES) and this communication is an initial email to provide all National Federations and Related Associations with some key facts/background on the FEI CES, how it works and what this will entail for National Federations. Note that we are also sending all FEI Officials a similar communication regarding the FEI CES and what it entails for them as Officials.

El curso de Introducción al Coaching es los primeros pasos del Sistema de Educación de Entrenadores FEI, está diseñado para presentar a los participantes el enfoque utilizado en todo el sistema y, como tal, no califica a una persona para entrenar. El curso de Introducción es un requisito obligatorio para los futuros participantes del Curso de Nivel 1. El curso de Nivel 1 luego proporcionará a los entrenadores la capacidad de preparar a los atletas para las competiciones, enfatizando las habilidades, desarrollando la participación y el disfrute.
