  • FEI VAULTING: INVITATION FEI Qualification Course for Level 1 & 2 Vaulting Stewards – Buenos Aires (ARG), 1-3 May 2020

  • ARGENTINA CLASIFICADA POR EQUIPO PARA LOS JUEGOS OLÍMPICOS TOKIO 2020

     

    The FEI has reallocated one of the three Tokyo 2020 Olympic team quota slots for Jumping from the Pan-American Games in Lima (PER) in August, following an adverse analytical finding in a member of the Canadian team, which finished fourth.

    Canadian Jumping athlete Nicole Walker, who also finished fourth in the individual final with Falco Van Spieveld, was provisionally suspended by the FEI on 11 November after testing positive for Benzoylecgonine, a metabolite of cocaine, which is a prohibited substance under the FEI’s Anti-Doping Rules for Human Athletes (ADRHA). The sample was taken on 7 August, the day of the team final in Lima.

    Following confirmatory analysis of the B sample, which confirmed the presence of Benzoylecgonine, the Athlete requested a hearing before the Panam Sports Disciplinary Commission, which took place on 4 December, and which the FEI joined via teleconference as an observer to the proceedings.

    The Commission decided that Article 11.2.2* of the FEI ADRHA, which states “the Athlete’s results will be subtracted from the team result, to be replaced with the results of the next applicable team member” applies in this case.

    In line with this decision, the Athlete’s results from both the team and individual competitions at the Pan-American Games are disqualified, and her results in the team competitions on 6 and 7 August replaced by those of the fourth Canadian team member, Lisa Carlsen. The Commission ordered that Panam Sports recalculate the team results accordingly.

    The resulting recalculation means that Canada now drops to seventh on a finishing score of 84.07 and therefore loses its team quota place for the Tokyo 2020 Olympic Games. This has now been reallocated by the FEI to Argentina, which originally finished fifth in Lima on 62.19 and is now promoted to fourth place.

    The reallocation means that the 20 National Olympic Committees which have qualified Jumping teams for Tokyo are: Japan, USA, Sweden, Germany, Switzerland, Netherlands, Australia, Belgium, Britain, France, Ukraine, Israel, Brazil, Mexico, Argentina, Egypt, Qatar, New Zealand, China and Ireland.

    There were also four individual Olympic quota slots on offer in Lima, one of which was earned by Argentina. Now that Argentina has obtained a team quota place through the reallocation, Canada will take one of the individual slots. Colombia, Dominican Republic and Chile earned the other individual quota places.

    The Athlete Nicole Walker has the option to appeal this decision to the Court of Arbitration for Sport (CAS).

    Under the terms of Article 10.2.2 of the Panam Sports ADRs, responsibility for results management in terms of sanctions beyond the event itself is referred to the applicable International Federation, meaning that any period of ineligibility would be imposed by the FEI, not Panam Sports.

    As this is still an ongoing legal process until the FEI Tribunal has ruled on any additional sanctions, in order to maintain the integrity of the process, the FEI will not comment further on this case at this time.

    FEI Anti-Doping Rules for Human Athletes Article 11.2.2: If a member of a team is found to have committed a violation of these Anti-Doping Rules during an Event where a team ranking is based on the addition of individual results, the Athlete’s results may be disqualified in all Competitions. Should this be the case, the Athlete’s results will be subtracted from the team result, to be replaced with the results of the next applicable team member. If by removing the Athlete’s results from the team results, the number of Athletes counting for the team is less than the required number, the team shall be eliminated from the ranking.

  • FEI Competency-based Evaluation System (CES)

     

     

     

     

    Dear National Federations, Further to the communication hereunder of 11 October, we would like to advise that all Officials with a valid email address will receive an official communication concerning the FEI Competency-based Evaluation System (CES) on 16 December 2019.

    However, there are still an important number of FEI Officials who do not have a personal and valid email address.

    Please keep in mind that Officials without a valid email address will not be able to take the CES assessment, and therefore will NOT BE ALLOWED to officiate from 31 March 2020 onwards.

    For a valid FEI profile, the email address must:

    • be personal (it cannot be collective/shared by other Officials),
    • be spelled correctly in the database,
    • be operational and duly verified by the NF,
    • be accessible personally by the Official it belongs to.

    Officials currently up-to-date with their refresher cycle (Group A) will be invited to take the online assessment on FEI Campus from 16 December 2019 to 15 December 2020. Officials in Group A can continue to officiate in their current status until 31 March 2020. However, should they wish to officiate after 31 March 2020, they will need to have successfully completed the CES online assessment prior to officiating.

    Officials who have not done a refresher course since 31 December 2016 (Group B) will have to take part in an in-person maintenance course with assessment before 15 December 2020 and can continue to officiate in their current status until that date.

    As you know, there has been an in-depth review of FEI Officials education, management and career progression in recent years following the creation of the FEI Working Group on Officials in 2016. A lot of progress has been made, and as a result of the comprehensive consultation with stakeholders, the FEI Working Group on Officials delivered a set of fifteen recommendations, which the FEI Board approved.

    One of the recommendations (Recommendation 3) refers to the development of a Competency-based Evaluation System (CES) in order to replace the age limit rule, which was deemed discriminatory. In response to Recommendation 3, the FEI Education & Officials department have developed the FEI Competency-based Evaluation System (CES) framework which will effectively replace the current “Refresher Seminars” and also address the age limit rule as well as improving the quality and management of FEI Officials as a whole.

    The FEI will soon be implementing the first phase of the FEI Competency-based Evaluation System (CES) and this communication is an initial email to provide all National Federations and Related Associations with some key facts/background on the FEI CES, how it works and what this will entail for National Federations. Note that we are also sending all FEI Officials a similar communication regarding the FEI CES and what it entails for them as Officials.

You will find below a summary of all the key dates and facts as well as next steps, and we highly recommend all National Federations familiarise themselves with all the procedures on the dedicated page on InsideFEI.

    Here are the key facts:

    • All Officials will be subject to the FEI CES
    • Three main advantages:

    Provide an opportunity for inactive/retired Officials to re-enter the system.

    Provide the same universal, fair and transparent evaluation process.

    Provide a more time/cost effective process.

    • FEI Competency-based Evaluation System (CES) to be introduced in progressive phases with the first phase (2020) based around the knowledge of FEI Rules and Regulations, either through an online assessment or through an in-person maintenance course with assessment. Additionally, each Official will have to personally certify that they are “Fit to officiate” according to the function requirements, and top officials will also be invited to undertake a separate English language proficiency assessment.
    • FEI CES based on a 3-year cycle:

    Year 1: online assessment on FEI Campus

    Year 2: online assessment on FEI Campus

    Year 3: in-person maintenance course with assessment

    Next steps: On 16 December 2019, all Officials will receive a detailed email with specific instructions and procedures to follow regarding the FEI CES and assessment requirements for 2020. Note that Officials will be divided into two Groups:

    –        Group A: Officials currently up-to-date with their refresher cycle will be invited to take the online assessment from the 16 December 2019 onwards. Please note that to officiate after 31 March 2020, it will be necessary to have completed the CES online assessment successfully.

    –        Group B: Officials who have not done a refresher course since 31 December 2016 will have to take part in an in-person maintenance course with assessment before 15 December 2020. They will be able to officiate normally until that date.

    * Note that we are reviewing all our lists and will contact National Federations for any Officials with incorrect/invalid email addresses.

    Officials are the bedrock of FEI Events and ensuring all FEI Officials have the necessary training, expertise and tools is vital to ensure the smooth running of FEI events, and ultimately horse welfare. El curso de Nivel 1 luego proporcionará a los entrenadores la capacidad de preparar a los atletas para las competiciones, enfatizando las habilidades, desarrollando la participación y el disfrute.

  • Equitación Para-Ecuestre y Equinoterapia en la Sociedad Rural de Córdoba

    En el marco de la 45° Exposición Agropecuaria, Industrial y Comercial organizada por la Sociedad Rural de Córdoba, que tuvo lugar en el predio que la misma posee en la localidad de Malagueño, los días 22, 23, 24 y 25 de agosto, se llevó a cabo una disertación a cargo de Dra. Verónica Settepassi (mn 87394), Patricio Guglialmelli, ex jinete Paralímpico, Para-mundialista, y actual Entrenador Nacional Para-Ecuestre y del Dr. Gerardo Minuzzi, Presidente de la Comisión de la disciplina Para-Ecuestre de la Federación Ecuestre Argentina.

     

     

    Los temas tratados fueron, tanto en aula como en pista:

    * De la terapia al deporte

    * Olimpiadas especiales

    * Deporte adaptado

    * Equitación adaptada para-ecuestre

    * Deporte y discapacidad

    * Fútbol a caballo

    * Para-Adiestramiento

    * Institucional Federación Ecuestre Argentina

    Participaron como invitados  El Dr. Walter Mobellan, la Profesora Velen Beluatti de Equisapiens y el Sr Emmanuel González de El Relincho de General Paz.

     

     

    Los primeros expusieron sobre  “Deporte y discapacidad” y “Equino-Cultura” mientras que González estuvo a cargo de una demostración sobre mansedumbre, conducta y manejo equino.  El Dr. Mobellan realizó un test de grado 3 de Equitación Para-Ecuestre, en la pista central recibiendo los aplausos del público.

    La concurrencia fue masiva, contando con la visita de Centros de Equinoterapia de la Provincia de Córdoba, profesores de educación física, profesionales de la salud en sus diferentes especialidades, instructores, jinetes, amazonas, centros ecuestres, docentes ,y público en general con una participación entusiasta y  proactiva.

     

     

    Agradecemos a la Dra. Verónica Settepassi quien con mucho conocimiento y amplia experiencia brindo una charla informativa sobre los beneficios y alcances de la Equinoterapia, con el objetivo, de llegar a un camino terapéutico a través del caballo y el equipo interdisciplinario, hacia la autonomía.;.

    Gracias a la Comisión Directiva de la Sociedad rural de Córdoba que abrió sus puertas generosamente, al Sr.  Ricardo Juan quien nos agasajó con sabrosos almuerzos, y a Darío Cabral por su colaboración en dicha organización. y gracias a los que con su presencia, hicieron posible esta maravillosa jornada.-

    La Federación Ecuestre Argentina a pedido del ENARD realizará a principios del mes de noviembre un CAMPUS en el Club Hípico General San Martín sólo para diez binomios.

    Desde la apertura de inscripciones hasta el día de la fecha contamos con más de 20 inscriptos, por lo que el Coordinador Técnico del Programa YOG 2022, Álvaro Albarracín, el ENARD y esta Federación consideran que la forma más justa para elegir a los 10 binomios que asistirán al CAMPUS es llevando a cabo dos pruebas selectivas.

    Dichas pruebas se harán los días 3 y 4 de octubre en El Rincón de Zangersheide en una altura de 1.15/1.20

    Los interesados deben inscribirse sin costo por e-mail a rchamizo@federacionecuestre.com.ar. Sólo deberán abonar en el Club la estabulación de los equinos.

    Es importante que todos los participantes sepan que no clasificar en las selectivas y participar del CAMPUS NO significa de ninguna manera que hayan quedado afuera del proceso selectivo para representar al país en los próximos Juegos de la Juventud.

    Deben tener en cuenta que será un largo camino de cuatro años donde el CTN seguirá observando a los jinetes que ya están inscriptos y a los nuevos que puedan presentarse.

    Situaciones imprevistas o casos especiales serán resueltos por la Comisión Directiva de la Federación Ecuestre Argentina.

    No será permitido ningún acto de indisciplina que pueda dañar a la Federación, a su Comisión Directiva o la imagen del país. Por cualquier acto de indisciplina el atleta podrá ser sancionado.
